Chairman Gerry Connolly's Opening Statement [PDF]

Washington D.C. (July 23, 2021)—On Wednesday, July 28, 2021 at 2:00 p.m. E.T., Rep. Gerald E. Connolly, the Chairman of the Subcommittee on Government Operations, will hold the Subcommittee’s biannual hearing to assess implementation of the Federal Information Technology Acquisition Reform Act (FITARA) and hear from the Federal Chief Information Officer about the Biden Administration’s federal information technology (IT) priorities.

The FITARA Scorecard is a proven oversight tool that holds agencies accountable for improving service and mission delivery.  This hearing will provide an opportunity to discuss the future of the FITARA Scorecard and other significant laws and policies affecting federal IT, including necessary updates to administration guidance and additional metrics needed to hold agencies accountable.

This hearing will also discuss the Biden Administration’s priorities for federal IT, including how it plans to administer the recent $1 billion allocated to the Technology Modernization Fund through the American Rescue Plan, prioritize the retirement of legacy federal IT systems, accelerate agencies’ transition to emerging technologies, and improve federal cybersecurity.
