Hearing to Examine Need for Additional Funding, Reforms to Maximize Efficiency

Washington D.C. (May 20, 2022)— On Wednesday, May 25, 2022 at 10:00 a.m. ET, Rep. Gerald E. Connolly, Chairman of the Subcommittee on Government Operations, will hold a hybrid hearing to examine the progress the Technology Modernization Fund (TMF) has made in incentivizing federal agencies to invest in modern information technology (IT) systems, and how additional investment paired with robust oversight would improve how government serves the American public.

 

Modernizing IT systems across federal agencies is crucial.  Many agencies currently rely on IT systems that are costly to operate and maintain, less secure, and more difficult for the public to navigate.  Since 2018, the TMF has been tasked with finding technology solutions that can deliver services to the American public more efficiently and securely by providing consistent, multi-year funding and project support to agencies.

 

Congress has provided the TMF a total of $1.175 billion in funding, including $1 billion in the American Rescue Plan.  With this funding, the TMF has invested in 21 projects across 13 federal agencies, including the Departments of Labor and Agriculture.  The TMF, however, faces more demand for multi-year funding than it can provide, with 60 agencies submitting 130 proposals totaling more $2.5 billion in funding requests.  Congress must continue to fund the TMF to ensure federal agencies have the resources to design and implement secure and customer-friendly IT systems.


While the TMF has made effective investments, the program is not without flaws.  This hearing will examine potential reforms that would improve the federal government’s ability to secure its IT systems and deliver services, as well as explore the funding needed to modernize IT systems across the federal government.
