Maloney Announces Transition in Oversight Committee Staff Directors
Washington, D.C. (Apr. 16, 2021)—Today, Rep. Carolyn B. Maloney, the Chairwoman of the Committee on Oversight and Reform, commended Dave Rapallo for his decades of service to the House of Representatives and the American people and announced that Russell Anello will be serving as the new Staff Director for the Oversight Committee.
“I simply cannot say enough about the phenomenal leadership of Dave Rapallo,” Chairwoman Maloney said. “He is one of the top congressional investigators I have ever known, an incredible legislative and political advisor, and one of the best strategic planners in Congress. He is well-respected by Members, leadership, and staff, and it has been an honor and a privilege to work with him. I wish him well as he embarks on his next adventure at Georgetown Law, and I am immensely thankful for his decades of service to the American people.”
Rapallo began working as Staff Director for Chairman Elijah Cummings in 2011. He previously served as a Senior Director on the National Security Council staff in the White House under President Barack Obama, as well as General Counsel on the Committee on Energy and Commerce and Chief Investigative Counsel on the Oversight Committee under Chairman Henry Waxman. He will be joining the faculty at the Georgetown University Law Center and will serve as the Director of the Federal Legislation Clinic. Rapallo will be leaving the Committee at the end of April.

Anello currently serves as the Deputy Staff Director and Chief Counsel for the Select Subcommittee on the Coronavirus Crisis under Chairman James E. Clyburn. He previously served on the Oversight Committee as Chief Oversight Counsel and led a range of high-profile investigations. Anello also served under President Obama in the White House Counsel’s Office and the U.S. Department of Health and Human Services, and worked in private practice. Anello is a graduate of Harvard Law School and Harvard College.
