PURPOSE:
  • To examine the Census Bureau’s progress during the 2018 end-to-end test and examine ongoing preparations for the 2020 decennial census.
BACKGROUND:
  • In order to control costs, the Census Bureau is concentrating on four main innovation areas: (1) reengineering address canvassing; (2) optimizing self-responses; (3) utilizing administrative records and third-party data; and (4) reengineering field operations.
  • The 2018 end-to-end test is currently underway in Providence, Rhode Island. Of the 44 IT systems required for the 2018 test, the Government Accountability Office (GAO) found only 8 systems had been fully tested and deployed.
  • At the end of March, the 2020 Census questions were delivered to Congress. Later this year, area census offices will open and begin in-office address canvassing as well as ongoing integration and scalability testing on IT systems.
