BACKGROUND:
- From 2002 to 2014, the United States has contributed $1.3 billion of the $3.6 billion total amount donated by the international community to the Law and Order Trust Fund for Afghanistan (LOTFA). On January 7, 2015, the Special Inspector General for Afghanistan Reconstruction (SIGAR) published an audit report finding that $308 million in annual U.S.-funded salary payments for ANP salaries is based on partially verified or reconciled data.
- Likewise, from 2008 to 2014, the United States provided $2.5 billion through the Afghanistan Security Forces Fund (ASFF) to pay for ANA salaries, food, and incentives. According to estimates by Combined Security Transition Command – Afghanistan (CSTC-A), ANA base salaries, bonuses, and incentives amount to almost $694 million annually.
