PURPOSE:

  • To examine agency implementation of the Administration’s Executive Orders on regulatory reform.
  • To highlight best practices as agencies continue to develop and operate their own task forces. 

BACKGROUND:

  • This hearing is part III in a series examining Regulatory Reform Task Forces. During part I on October 24, 2017, the Committee received testimony from the Department of Defense, Department of Transportation, and General Services Administration on efforts to implement the Administration’s Executive Orders on regulatory reform. During part II on November 14th, 2017, the Committee received testimony from the Department of Agriculture, the Department of Education, and the Department of Health and Human Services.
  • Earlier this year, President Trump issued two executive orders to form the foundation of the Administration’s regulatory reform agenda. 
  • The first “one-in-two-out” Executive Order requires agencies to repeal two outdated regulations before issuing a new regulation. 
  • The second Executive Order requires each agency designate a Regulatory Reform Officer and Regulatory Reform Task Force to identify unnecessary costly, burdensome, outdated, or unnecessary regulations for repeal or revision.
