PURPOSE:
• To examine the development and substance of the proposed Stream Protection Rule (SPR).
• To focus on the effects of the rule and the Administration’s interaction with state partners.
BACKGROUND:
• In July, the Office of Surface Mining Reclamation and Enforcement announced the proposed SPR that revises existing regulations for surface coal mining close to streams under the Surface Mining Control and Reclamation Act.
• The proposed SPR alters mining permit requirements, including water monitoring, stream and surface restoration, and bonding.
