PURPOSE:
• To determine the status of implementation of key provisions of the Moving Ahead for Progress in the 21st Century Act (MAP-21).
• To identify what needs to be done to secure the benefits of program consolidation and other provisions addressing efficiency and effectiveness.
BACKGROUND:
• MAP-21, enacted in 2012, included several provisions intended to increase efficiency and effectiveness in administration of surface transportation programs.
• The Act consolidated or eliminated nearly 70 Department of Transportation programs, transformed surface transportation programs by moving toward a national performance-based approach, and reformed the project approval and delivery process for highway and transit projects.
