Mace Announces Hearing on GSA Compliance with Procurement Bans

WASHINGTON—Subcommittee on Cybersecurity, Information Technology, and Government Innovation Chairwoman Nancy Mace (R-S.C.) will hold a hearing titled “Made in China: Is GSA Complying with Purchasing Restrictions?” The hearing will examine findings from a recent Inspector General report concerning a General Services Administration (GSA) purchase of 150 videoconference cameras made in the People’s Republic of China – a transaction the IG deemed a violation of the Trade Agreements Act (TAA).

The hearing will also broadly explore the integrity of the procedural safeguards in place at GSA to ensure the agency’s purchases comply with existing law and regulation.  This is a particular concern in light of GSA’s statutory role as the chief government-wide purchasing agent, buying tens of billions of dollars of IT products and services annually on behalf of other agencies.

“As the chief procurement agent for the federal government, GSA has a critical responsibility to ensure it acquires products and services in a legal and secure manner. The Inspector General’s report indicates it failed to do so with respect to this purchase of cameras made in the People’s Republic of China. With the GSA IG and GSA’s Chief Information Officer appearing before the subcommittee, we’ll have the opportunity to examine how this purchase occurred and how we can ensure it doesn’t happen again,” said Subcommittee Chairwoman Mace.
