PURPOSE:
- To examine efforts by federal agencies to reduce the use of Social Security numbers (SSNs) and the security challenges facing these agencies.
BACKGROUND:
- In 2007, the Office of Management and Budget (OMB) required all federal agencies to identify opportunities to reduce their use of SSNs and establish a plan to eliminate the unnecessary use of SSNs within 18 months.
- OMB also required agencies to participate in government-wide efforts to explore alternatives to SSNs as personal identifiers for federal employees and in the administration of federal programs.
- Last week the House of Representatives passed H.R. 2227, the Modernizing Government Technology Act of 2017, which willassist the federal government in modernizing federal IT systems.
